This is the little rubber piece that sits on a little metal protrusion on the arm of the brake pedal. When the brake pedal is depressed and released, it causes the pedal arm to swing up and contact a little electrical switch that actuates the brake lights (and also "cancels" the cruise control on vehicles so equipped). It's this little rubber piece that actually contacts the switch. It's made of rubber to provide a softer contact point rather than the metal contact point that would exist otherwise.
